So Alexandria advised Melanie to restructure her website, adding a landing page that invited visitors to leave their e-mail addresses in exchange for a free report and an assessment of the potential client’s business. The report, which also included a CD and a subscription to an e-zine, helped Melanie connect with people who needed help building their own businesses.

With this new, focused website Melanie hit the jackpot. To attract more clients, she developed different levels at which people could access her information, ranging from a reasonably priced entry level to more elaborate packages. “This way I maximize my conversion of prospects into mentoring clients” she says.

That was the right decision, Skrob notes because “when businesspeople and consumers want information, they go to the Internet first.”

Beth began sending plain text emails to her list of 600 people. In return, she got registrations for her tele-classes, workshops and a coaching program, which she sold at the end of hand-reading sessions. “I never advertised it, but within six to eight months, I had a full practice.”

But not so full that there wasn’t any room for improvement. In 2005, Beth signed up for the “Online Success Blueprint Workshop,” by a very successful Internet info-marketer Alexandria Brown. “I pretty much implemented everything she told me to do,” Beth reports.

One of these “must-do’s” was a killer website, which, Skrob stresses, “is a basic requirement for an Internet marketer. A well-structured and focused website that attracts, rather than repels, visitors is very important.”

So Beth hired a web designer to build her new website, HandAnalyst.com, targeting women clients. Beth’s Internet-based information marketing business is booming because she took an idea and built a great website to promote it, one that inspires the visitors to buy her products. “When your sales prospects opt in on your landing page, they become your sales leads,” Skrob notes. “The next step is the sales process. The Internet gives you more options for presenting your sales materials.”

Early on, business computers were mostly used for relatively simple operations such as tracking sales or payroll data, often without much detail. Over time these applications became more complex and began to store increasing amounts of information while also interlinking with previously separate information systems. As more and more data was stored and linked man began to analyze this information into further detail, creating entire management reports from the raw, stored data. The term “MIS” arose to describe these kinds of applications, which were developed to provide managers with information about sales, inventories, and other data that would help in managing the enterprise. Today, the term is used broadly in a number of contexts and includes (but is not limited to): decision support systems, resource and people management applications,  ERP,  SCM, CRM, project management and database retrieval application.

 

An ‘MIS’ is a planned system of the collecting, processing, storing and disseminating data in the form of information needed to carry out the functions of management. In a way it is a documented report of the activities that were planned and executed.

 

According to Philip Kotler ”A marketing information system consists of people, equipment, and procedures to gather, sort, analyze, evaluate, and distribute needed, timely, and accurate information to marketing decision makers.”

 

The terms MIS and information system are often confused. Information systems include systems that are not intended for decision making. The area of study called MIS is sometimes referred to, in a restrictive sense, as information technology management. That area of study should not be confused with computer science.  IT service management is a practitioner-focused discipline. MIS has also some differences with Enterprise Resource Planning (ERP) as ERP incorporates elements that are not necessarily focused on decision support.

Conversion – Conversion is the process of changing from the old system to the new system. Four main conversion strategies can be employed. They are the parallel strategy, the direct cutover strategy, the pilot strategy and the phased strategy.

 

In a parallel strategy both the old system and its potential replacement are run together for a time until everyone is assure that the new one functions correctly. This is the safest conversion approach because, in the event of errors or processing disruptions, the old system can still be used as a backup. If the system is introduced by organizational units, corporate headquarters might be converted first, followed by outlying operating units four months later.

 

Moving from an old system to a new system requires that end users be trained to use the new system. Detailed documentation showing how the system works from both a technical and enduser standpoint is finalized during conversion time for use in training and everyday operations. Lack of proper training and documentation contributes to system failure, so this portion of the systems development process is very important.

Production and maintenance

After the new system is installed and conversion is complete, the system is said to be in production. During this stage the system will be reviewed by both users and technical specialists to determine how well it has met its original objectives and to decide whether any revisions or modifications are in order. In some instances, a formal post implementation audit document will be prepared. After the system has been finetuned, it will need to be maintained while it is in production to correct errors, meet requirements or improve processing efficiency.

Subsequent to the development, it was during the last few years that an additional potential was discovered. It was found that, in some cases, information technology (IT) had been critical to the implementation of an organization’s strategy.

 

An organization’s strategy supported by information system fulfilling its business objectives came to be known as Strategic Information System. The strategic information system consists of functions that involved gathering, maintenance and analysis of data concerning internal resources, and intelligence about competitors, suppliers, customers, government and other relevant organizations.

 

Planning and Development of Management Information Systems.

Planning of information systems:

Many organizations have purchased computers for data processing and for meeting the statutory requirements of filling the returns and reports to the government. Computers are used mainly for computing and accounting the business transactions and have not been considered as tool for information processing.

The organizations have invested on computers and expanded its use by adding more or bigger computers to take care of the numerous transactions in the business. In this approach, the information processing function of the computers in the organization never got its due regard as an important asset to the organization. In fact, this function is misinterpreted as data processing for expeditious generation of reports and returns, and not as information processing for management action and decisions.

However, the scene has been changing since late eighties when the computers become more versatile, in the function of storage, communication, intelligence and language. The computer technology is so advanced that the barriers of storage, distance understanding of language and speed are broken.

In short, we need a management information system flexible enough to deal with the changing information needs of the organization. It should be conceived as an open system continuously interacting with the business environment with a built-in mechanism to provide the desired information as per the new requirements of the management. The designing as such in open system is a complex task. It can be achieved only if the MIS is planned, keeping in view, the plan of the business management of the organization.

Development of information systems:

Once the plan of MIS is made, the development of the MIS calls for determining for the strategy of development. As discussed earlier, the plan consists of various systems and sub systems. The development strategy determines where to begin and what sequence the development can take place with the sole objective of assuring the information support.

The choice of the system or the sub-system depends on its position in the total MIS plan, the size of the system, the user understands of the systems and the complexity and its interface with other systems. The designer first develops systems independently and starts integrating them with other systems, enlarging the system scope and meeting the varying information needs.

Determining the position of the position of the system in the MIS is easy. The real problem is the degree of structure, and formalization in the system and procedures which determine the timing and duration of development of the system.

 

Necessity and importance of Systems Design in MIS.

The business application system demands designing of systems suitable to the application in project.

The major steps involved in the design are the following:

Input Design – Input design is defined as the input requirement specification as per a format required. Input design begins long before the data arrives at the device. The analyst will have to design source documents, input screens and methods and procedures for getting the data into the computer.

Output Design – The design of the output is based on the requirement of the user – manager, customer etc. The output formats have to very friendly to the user. Therefore the designer has to ensure the appropriateness of the output format.

Development – When the design and its methodology is approved, the system is developed using appropriate business models. The development has to be in accordance to a given standard. The norms have to be strictly adhered to.

Testing – Exhaustive and thorough testing must be conducted to ascertain whether the system produces the right results. Testing is time consuming: Test data must be carefully prepared, results reviewed and corrections made in the system. In some instances, parts of the system may have to be redesigned. Testing an information system can be broken down into three types of activities: unit testing, system testing and acceptance testing. Unit testing or program testing consists of testing each program separately in the system. The purpose of such testing is to guarantee that programs are error free, but this goal is realistically impossible. Instead, testing should be viewed as a means of locating errors in programs, focusing on finding all ways to make a program fail. Once pinpointed, problems can be corrected. System testing tests the functioning of the information system as a whole. It tries to determine if discrete modules will function together as planned and whether discrepancies exist between the way the system actually works and the way it was conceived. Among the areas examined are performance time, capacity for file storage and handling peak loads, recovery and restart capabilities and manual procedures. Acceptance testing provides the final certification that the system is ready to be used in a production setting. Systems tests are evaluated by users and reviewed by management. When all parties are satisfied that the new system meets their standards, the system is formally accepted for installation.

Implementation and Maintenance

Conversion – Conversion is the process of changing from the old system to the new system. Four main conversion strategies can be employed. They are the parallel strategy, the direct cutover strategy, the pilot strategy and the phased strategy.

 

In a parallel strategy both the old system and its potential replacement are run together for a time until everyone is assure that the new one functions correctly. This is the safest conversion approach because, in the event of errors or processing disruptions, the old system can still be used as a backup. But, this approach is very expensive, and additional staff or resources may be required to run the extra system.

 

The direct cutover strategy replaces the old system entirely with the new system on an appointed day. At first glance, this strategy seems less costly than the parallel conversion strategy. But, it is a very risky approach that can potentially be more costly than parallel activities if serious problems with the new system are found. There is no other system to fall back on. Dislocations, disruptions and the cost of corrections are enormous.

 

The pilot study strategy introduces the new system to only a limited area of the organization, such as a single department or operating unit. When this version is complete and working smoothly, it is installed throughout the rest of the organization, either simultaneously or in stages.

 

The phased approach strategy introduces the new system in stages, either by functions or by organizational units. If, for example, the system is introduced by functions, a new payroll system might begin with hourly workers who are paid weekly, followed six months later by adding salaried employees( who are paid monthly) to the system. If the system is introduced by organizational units, corporate headquarters might be converted first, followed by outlying operating units four months later.

 

Moving from an old system to a new system requires that end users be trained to use the new system. Detailed documentation showing how the system works from both a technical and enduser standpoint is finalized during conversion time for use in training and everyday operations. Lack of proper training and documentation contributes to system failure, so this portion of the systems development process is very important.

Production and maintenance

After the new system is installed and conversion is complete, the system is said to be in production. During this stage the system will be reviewed by both users and technical specialists to determine how well it has met its original objectives and to decide whether any revisions or modifications are in order. In some instances, a formal post implementation audit document will be prepared. After the system has been finetuned, it will need to be maintained while it is in production to correct errors, meet requirements or improve processing efficiency.

 

Once a system is fully implemented and is being used in business operations, the maintenance function begins. Systems maintenance is the monitoring, or necessary improvements. For example, the implementation of a new system usually results in the phenomenon known as the learning curve. Personnel who operate and use the system will make mistake simply because they are familiar withit. Though such errors usually diminish as experience is gained with a new system, they do point out areas where a system may be improved.

 

Maintenance is also necessary for other failures and problems that arise during the operation of a system. Endusers and information systems personnel then perform a troubleshooting function to determine the causes of and solutions to such problems.

 

Maintenance also includes making modifications to an established system due to changes in the business organizations, and new e-business and ecommerce initiatives may require major changes to current business systems.

Due to globalization of the economy, emergency of information technology, growth of the Internet and other communication network, growing diversity of business transactions and increased competition, companies are changing the way they communicate with new processes that sharpen business performance. The Internet is becoming the foundation for new business models, process and new ways of knowledge distribution (Laudon K.C and J.P. Laudon, 2000).

                Small-scale enterprises now use the Internet and networking technology to conduct more of their work electronically, reliable linking factories, offices and sales forces around the globe (Dave C. 2000). This communication evolution is governed by applied infrastructures with converged services and integrated application (Lucas H.C and B. Jack, 1994). The convergence of information technology is an important trend influencing both current and future markets, industry and technology (James, A.O, 2004). Companies such as the shops, banks and institution interviewed, are extending these networks to suppliers, customers and other groups outside the organization to enable them respond instantly to customer demands and market shifts.

Undoubtedly, information technology is bringing about changes in organization that make firms even more dependent than in the past when it depends solely on the knowledge, learning and decision making of individual employees. Besides, customer service, operation, products and marketing strategies, and distribution are heavily dependent on information technology (Brain K and C. Stacey, 2001).

This research work examines the impact of information technology on the economics of small-scale business enterprises. This is to ascertain the level at which information technology has transformed business processes for specific and applications; efficient business management, crime rate reduction, job creation and improved security of information systems. This will help make available the right kind of information at the right time place for optimum utilization of available resources to enhance the quality of life in the human society.

 

Material and Method: In the study, a statistical approach was adopted. Responses from the various business/institutions; shops, factories, eatery, markets, banks, fuel station, bakery, schools, cyber cafe, hospital, poultry, boutique, salon, phone call centers, guest houses and sport centers via the questionnaire in some selected cities in Nigeria for over 11 months in 2008 were technically examined and conclusion drawn in line with the hypothesis formulated.

 

Theoretical Background

The discipline of information theory came into focus with Claude E. Shannon’s classical paper, “A mathematical theory of communication” in 1948. This theory deals with the amount of information and does not handle the meaning of information. Similarly, the theory failed to provide necessary help in the design of an information system. As a result, the initial interest on information theory declined. However, the discipline starts to gain widespread acceptance only in the last few years. This is attributed to the fact that information technology now provides the support necessary to build an information system that serves best for some specific and application (David M.K, 1992).

                Information technology, as defined by the Information Technology Association of America (ITAA), is the study, design, development, implementation, support or management of computer based information systems, particularly software applications and computer hardware. Basically, information technology deals with the use of electronic computers and computer software to convert, store, protect, process, transmit and securely retrieve information. Examples of information technology include; personal digital assistant, personal computers, telephones, televisions etc (Brain K.C and C.S. Stacey, 2001).

                Today, the terms information technology has ballooned to encompass many aspects of computing and technology, and the term is more recognizable than ever before. The end objective is to make the effective and efficient use of information to resolve uncertainly and enhance productivity at each level; individual, society and government (Charlse W.L.H, 2001). On this theoretical background is the hypothesis formulated.

                Hypothesis: Two types of hypothesis were formulated in this study; Null hypothesis (Ho) and Alternatively hypothesis (H1).

Null Hypothesis: Information Technology does not have positive impact on small-scale business enterprise.

Alternatively hypothesis: Information technology has positive impact on small-scale business enterprises.

Decision Rule: When the observed chi-square (X2) is greater than the critical chi-square (X2) from tables of chi-square, Hi is accepted and Ho is rejected and vice versa. This decision is similar to (Salami A and A.O. Usman, 2008).

 

Data Analysis and Interpretation of Results

The data from this research were analyzed and results interpreted in line with the research questions;

This indicates a significant relationship and it implies that information technology has a positive impact on business growth and generally increases income flow.

The results show that alternatively hypothesis (H1) is accepted and the Null hypothesis is rejected. The observed chi-square (x2=320.5) is greater than the critical value of chi-square (x2 = 16.919 from tables) at a degree of freedom df = 16 using µ = 0.05. This indicates a significant relationship, which implies that information technology has reduced the rate of fraudulent activities in business.

 

Discussion

The findings of this study provide useful answers to the research questions. On the impact of information technology resources on business growth, general income flow and job creation, results of the study show that a majority of small-scale enterprises have immensely benefited in these areas. It was obvious that some of the respondents engage in retailing of GSM materials and other information technology resources, alongside their goods and services. This invariably, contributes to business growth, general flow of income and provision of jobs for the unemployed.

                On the impact of information technology on business and efficient time management, some respondents generally agreed as seen in Tables 1 to 4 using the alternative hypothesis method that it was positive. However, it was discovered that inspite of the use of information technology for business promotions, most business men still lack efficiency in service delivery. This may be attributed to poor business skills or inadequate background. It is therefore not surprising that positive changes in business management are still not achieved. However, it could be hoped that modern information technology will help to sharpen the sense of business and time management skills.

 

Conclusion and Recommendation

In conclusion, information technology has improved small-scale business enterprises in Nigeria. In order to consolidate on the present level of achievement of information technology in business, much more improvement must be welcomed. These include; improvement in the level of information technology services rendered to business enterprises, wide coverage (especially in the rural areas), reduction in tariff and better connectivity.

In line with the research findings, it is recommended that information technology service providers should intensify effort to make maximum use of the high penetration by business enterprises. This invariably, will help to enlighten the populace on the benefits attached to the applications of information technology.

                The tariff of all the service providers is too high. Consequently, this reduces the number of users that go online for Internet marketing. In order to reverse this trend, it is recommended that the charge deducted by the service providers should be reduced to encourage more small-scale business enterprises in Nigeria.

Information security (IS) requires the classification and valuation of the information assets to ensure that the right level of protection for those assets is provided. The required level of protection is usually determined by using a risk assessment.

A Threat Risk Assessment (i.e. TRA) is the first part of any risk management methodology. It is use to determine the extent of the potential threat and the risk associated with a companies information assets. The output of this process helps to identify appropriate safeguards for reducing or eliminating risk during risk mitigation.

The threat risk assessment methodology encompasses nine primary steps:

An Information Asset Profile (IAP) provides the information characteristics required in the first step shown above. The IAP allows information owners to profile (i.e. classify and value) their information assets; this is usually a requirement of an IS Policy to ensure the protection of a company’s information assets.

Using an IAP allows a company to:

provide a consistent, unambiguous, and agreed upon description of an information asset;
feed strategic information security activities, such as threat and risk assessments used to determine potential negative impacts;
help with the selection of proper security controls and best practices by insuring security requirements are addressed;
refine policy and procedure by defining the information asset, its user-base, its custodians, its owner/stewardship, its boundaries, and its characteristics.

The IAP defines the information itself, the people involved in its creation and use, and the processes or procedures that rely on the information. The primary contents are: Asset Name, Asset Description, Owner, Stakeholders, Custodial Aspects, (i.e. Custodians … paper or electronic, and Locations), Security and Privacy Requirements, and Classification and Valuation.

Any, or a combination, of the following techniques can be used to gather information about the information asset: a questionnaire, on-site interviews, document reviews, or automated scanning tools.
